What to expect
LA Rec & Parks’ free Halloween carnival in Elysian Valley (Frogtown): carnival games, inflatables, a costume parade, and refreshments and snacks, with costume contests at 3:30 (4 and under), 3:45 (5–8) and 4pm (9 and up).
